My Lord,

GOVERNMENT HOUSE,

HONGKONG. 20th. February, 1919.

8c

I have the honour to inform Your Lordship

that Mr. Long's Circular Despatch of the 28th, August and his Despatch No. 242 of the 18th. October, 1918, on the subject of the future form in which Colonial Blue Books and Blue Book Reports should be drawn up have been carefully considered.

2.

As Sir Henry May is not returning to the

the Colony and my observations have been asked for not later than 31st. March it is necessary that they should by the next mail and even then I am afraid they will not reach you by the date specified.

3.

As regards paragraph 7 of the report, the Superintendent of Imports and Exports has been engaged during the past 18 months in compiling for the first time in this

Colony complete Trade Returns, and the Returns for the year 1918 will form the first of such annual reports.

4.

Classes 2 and 3 in form B of Schemle D in

Appendix I of the Report refer to "Raw materials and articles

mainly manufactured" and "Articles wholly or mainly manufactur

-ed". A copy of the classification list employed by the Imports and Exports Department is enclosed. It would be of great assistance if the proper classification for this purpose could be entered against all items and the list

returned to me.

HE RIGHT HONOURABLE

&c.,

VISCOUNT MILNER, G.C.B.,
